DR. SALLIE D. PENMAN

Clerk, Village of South Holland

Dr. Sallie D. Penman, a resident of South Holland for 34 years, the mother of three sons, and the grandmother of three was appointed South Holland Village Clerk in October 2004, elected in 2005, then re-elected in 2009, 2013, 2017, and 2021.

In addition to serving the Village of South Holland, Penman is an education consultant, responsible for the state licensure records and the leadership development programming for the 1500 administrators of Chicago Public Schools. 

​

From politics to education, Penman has served in leadership roles on numerous professional boards and committees, such as: the South Holland Education Commission, The District 205 Academic Enrichment Foundation Board, the Executive Director of the Illinois Administrators’ Academy – Chicago, subcommittee co-chair for the IL-State Action Education Leadership Project, the past president of the Illinois Staff Development Council, chair of the Continuous Improvement Partnership, which is an advisory board to the State Superintendent of Education, auxiliary president for the Chicago Principals and Administrators Association. She has received the Thornton Township Human Relations Commission Women of Honor, the Distinguished Leadership Award, and Phi Delta Kappa Educator of the Year twice. Sallie Penman holds a bachelor’s degree in education and a master’s degree in administration and supervision and a doctorate in educational leadership.
